What you need to perform it
Primary qualification
- Accreditation by the relevant observer programme: national scheme (Spain's Fisheries Secretariat) or the grounds' RFMO (ICCAT, NAFO, NEAFC…), each with its own course and exam.
- Background in marine biology, marine science or fisheries technology (degree or vocational — usual, per programme).
- Sign-on: Basic Safety Training (or the programme's safety course), medical examination and programme insurance.
Basic STCW
- Basic Safety Training for boarding
Specific courses
- ID of target, associated and protected species of the grounds
- Statistical sampling, length and maturity protocols; sample chain of custody
- Programme recording and reporting: logbooks, e-forms and photo evidence
- Observer safety: FAO/ILO guidance and onboard conflict procedures (indicative)
Indicative experience
Indicative: first trips as junior observer or in port sampling before long solo campaigns; programmes score completed trips and data quality.
Observations
Not part of the minimum safe manning: sails as programme personnel, functionally independent of the master in scientific matters. Coexistence is managed by protocol; the report can trigger proceedings. Progression: observer → programme coordinator → assessment scientist.
What this role does
Sails for the resource, not the owner: records catches, discards and bycatch, takes biological samples, checks gear and areas against the ship's log and reports to the observer programme that accredits him. Functional independence is the point: the data signed feed stock assessment and compliance control.
